There have been various organizations working to increase the population of Condors ever since they were listed as endangered species. Since the number was reduced drastically in the early 1980s, the only way out was captive breeding. Various programs were undertaken at that time to make this species as threatened from endangered. Captive breeding was introduced first time under California Condor Recovery plan. Though, it was opposed by many, it still was passed by United States government as there was no other way. The goal was to re-introduce these birds in two separate locations.
