Carlos’ designed the programs for 3 months in which the problem at school board must have been affected with some new factors which were not involved in the study conducted by school board and Carlos’ considered that survey only for designing his training program which was a wrong or incomplete  consideration. Emphasis was given on improving communication skills and not on improving inter-personal communication skills. A lecture was given on active listening but it was not checked that how many understood the real meaning of active listening. Listening does not mean just listening and doing the exercise designed for them as a part of program and forgets after some time, it means an increment in the knowledge level after listening something and keeping that in mind. Brainstorming session was conducted on just one day whereas it should be a part of everyday session so that every day the trainees get aware of the effect of the training program they have on themselves. The design of the program was static rather it would have been flexible enough to be changed with the feedback given by the trainees’ every day. The participants of the program were just few or from school board whereas it would have included parents, teachers and students to be more effective. No participation from the side of trainees was there in the designing of the program which was the problem earlier also. So participation of students, teachers and parents was needed (Blume, 2010, pp 1065-1105). After the end of training program no feedback was taken since two months till Carlos’ after the meeting with superintendent found program as inefficient. Only upward communication was emphasized in training program but in real in the school it was downward communication. The goal of the program would have been open communication at all levels.
