The NIE or the new institutional economics was adopted first in the year 1937 by Ronald Coase with the sole aim of filling the gap perceived to exist in the traditional theory. This gap develops when assumptions are strictly made such as those regarding relaxation of perfect certainty and also when observing comes in conflicting interest with predicted theories (Reuschemeyer et al 1992). According to this theory, an effective structure of legal environment lies at the core of efficient systems of marketing (Stiglitz 2002). The President of the World Bank also implemented the policies based on the transactional cost conception. The World Bank’s focus was on NIE theoretical contributions on institutions of economic nature as unit economization decreases opportunism and an individual’s cognitive limitations are recognized.
However, just as any other development taking place in political and economic environments, the economics of NIE also impacted researchers individually before it was applicable throughout the World Bank (Edward et al 1954). According to Williamson, a theorist and a rationalism, even though researchers such as North have focused on the environment of institutions, the main concerned contribution lies in advocating the arrangement of institutions, related costs of transaction and governance (North 1989). From Williamson’s perspective, the final reform related logical progression product is NIE (Thorp 1998). In his paper he advocated that the phases in NIE might appear to overlap but the existence of a new phase cannot cause the predecessors to annihilate. From this perspective he suggested that, in a moderate manner, reformers should be reformed rather than raising a question on the strategies outlined by them fundamentally (Naim 2002).
